Born in Nashville, Tennessee, Robert E. Cofer (1870-1944) graduated from the University of Virginia in 1870 after studying law. He moved to Gainesville, Texas, where he practiced law for the next 17 years, eventually becoming a judge. An leader of the Texas prohibition movement, Cofer represented Cooke County as a Democratic state senator from 1909 to 1911, when he became a professor at the University of Texas School of Law.
